No. Disposable HVAC filters are designed to be replaced, not washed or reused. Vacuuming may remove some visible dust, but it does not restore the filter to its original condition and can damage the filter material. Most straightforward residential HVAC replacements can be completed within one day. The exact time depends on the type of equipment, accessibility, ductwork or electrical modifications, and whether other changes are required as part of the installation. More complex replacements or system upgrades may take longer.

No, changing the temperature at appropriate times is not harmful. In fact, programmable and smart thermostats are designed to adjust temperatures automatically when you are sleeping or away from home. What is usually unnecessary is repeatedly making large manual changes in an attempt to make the home heat or cool faster. Setting the thermostat dramatically lower or higher does not normally make the HVAC system reach the desired temperature faster.
